The Goddess of Rome with a Roman crown shaped as a wall. The crown is formed as a breastwork - parapet - with embrasure.
In Hellenistic sculpture a female with crown symbolises cities.

At the bottom fasces in each corner. The arms of Savoy are not depicted.
