The goddess Dea Roma was a personification of the city Rome.
The snake biting its own tale, forming a ring, is a symbol of "Roma Aeterna Ouroboros", Ourobos mening "return". The eternal Rome shall return.

In roman mythology the snake is also connected to Bona Dea, as the Great Mother. The stamp may have an anticlerical message.
