Training a new fascist elite was a vital task for the regime. Their key institution for that purpose was the Gioventu Universitaria Fascista - GUF - the fascist student organisation. The organisation’s main activity was to run the Littoriali - cultural and debating competitions for teams from all over Italy.

The stamps (20 and 30 c) have a border panel on both right and left side. On the left side the arms of Savoy with the fasces. On right side "Littoriali anno XIII", the debating competition for students in the year 13 of the fascist era. On the 50c stamp the text is moved down to a bottom panel.
